Kalag-Kalag 2025: Temporary Bus Terminals to Help Ease Traffic Congestion

As Kalag-Kalag 2025 (All Saints’ Day and All Souls’ Day) draws near, transportation and traffic authorities are gearing up to handle the annual surge of travelers heading to their hometowns and cemeteries. To address the expected increase in passenger volume, temporary bus terminals will be set up in key locations across Metro Manila and nearby provinces to help ease congestion and improve commuter convenience.



Alternate Terminals to Decongest Major Hubs

The Metropolitan Manila Development Authority (MMDA), in coordination with the Land Transportation Franchising and Regulatory Board (LTFRB) and local government units (LGUs), has approved the establishment of temporary loading and unloading areas outside major terminals such as Cubao, Pasay, and ParaƱaque.
These alternate terminals will serve as satellite bus stations to accommodate provincial passengers, preventing traffic buildup in already congested urban zones.

“Every year, we anticipate heavy traffic due to the influx of passengers going to the provinces for Kalag-Kalag. By opening temporary terminals, we can distribute the traffic load more evenly,” said an MMDA official.

Traffic Management and Safety Measures

The MMDA will deploy hundreds of traffic enforcers and road marshals to key areas, including EDSA, Commonwealth Avenue, and major exit points of expressways. Traffic flow management will also be reinforced near cemeteries, terminals, and toll plazas.

Meanwhile, Philippine National Police (PNP) units will be stationed in terminals and cemeteries to ensure public safety. Random inspections will be conducted to prevent overloading and ensure compliance with transport safety regulations.

Reminders for Travelers

Authorities are advising passengers to travel early and avoid peak hours, especially on October 30 to November 1, when the volume of commuters is expected to reach its highest. Commuters are also reminded to:

  • Bring valid IDs and keep valuables secured.

  • Follow terminal guidelines and queue properly.

  • Stay alert in crowded areas to prevent theft.

  • Use cashless payment systems when available to minimize contact.

A More Organized Kalag-Kalag 2025

The “Oplan Kalag-Kalag 2025” initiative aims to make this year’s observance more organized, safe, and efficient for millions of Filipinos traveling to pay respects to their loved ones. Authorities are also coordinating with the Department of Public Works and Highways (DPWH) to ensure roads are cleared of obstructions before the long weekend.

With coordinated efforts from transport agencies, LGUs, and law enforcement, the government hopes to provide a smoother travel experience for everyone and minimize traffic bottlenecks traditionally associated with this time of year.
